Délia, with a background in Management
and Marketing, has acquired a solid experience in air transport that she tackled in different aspects. She started
in ai transport working for AIR AFRIQUE multinational airline, in marketing and market research department, for the development of new products. She then managed and developed the airline's loyalty program
until it filed for bankruptcy in July 2002.
With her experience, in 2002, she contributed to the creation of the Cabinet ECTAR, which she has been managing since 2006. She also works there as a Consultant and has thus carried out Frequent Flyer Program creation projects for Aigle Azur, Air Algérie and Air Gabon. She also carried out numerous missions in Africa in the regulatory and civil aviation field; She became consultant for the African Union Commission and ECOWAS Transport Commission on the issues of the Yamoussoukro Decision and the Executing Agency. She has produced a study on "Air Transport in Africa" which was published in 2006, sponsored by the European Union via the REAO MALI, in which it covered all areas of air transport (Air Navigation, Ground handling, Airlines, Regulation etc ...): see study on www.reaomali.org
